Zoning change OK'd for senior housing site
The Mineral Wells City Council unanimously approved a zoning change request Tuesday night to allow for a senior housing project to be on S.E. Martin Luther King Jr. Street.
Carrolton developer Noor Jooma requested a zoning change for about 4 acres of land at the intersection of S.E. 14th Avenue and S.E. Martin Luther King Jr. Street from single family to multi-family.
Jooma has applied for housing credits through the Texas Department of Housing and Community Affairs to build the 80-unit senior-only, income-based housing facility.
The three-story building will be used as a senior facility for 40 years, according to Jooma.
The only entrance and exit will be located on S.E. Martin Luther King Jr. Street and an 8-foot solid fence will go around the facility, Jooma told the planning and zoning commission at their Jan. 4 meeting.
The council gave their expression of support for the project in November.
Jooma did clarify with the council that he checked with the architect and the building would have two elevators.
City Manager Lance Howerton and Mayor Mike Allen also informed the council five items on the list of expenditures over $500 were not actually budgeted items as described in the council’s agenda.
A digital radio repeater, building supplies, concrete, an 8-kilowatt generator and a 250-gallon propane tank, totaling nearly $21,000 combined, were on the previous fiscal year budget but had not been put in the current budget for approval, Howerton told the council. City staff originally believed replacement of the police department’s digital repeater and building could be postponed until the 2011 fiscal year.
“There’s concern that it’s not going to be operable [through the rest of the year],” Howerton said. “We certainly can’t have it go down on us.”
The money will be taken from the $500,000 unallocated funds set aside in the budget this year, Howerton said.
The council unanimously approved all payments on the list, along with the minutes of the previous city council meeting.
After a public hearing, the city council also approved a request from Walid Sheikh of Benchmark Construction to change the zoning of several lots at 415 S.E. 5th Ave. from central business district to single family to allow construction of a house.
The council approved a final plat requested by George Saxon for 2806 U.S. Highway 180 West, which has never been platted. The plat is required if the owner wishes to renovations.
Applicant Webb Lockwood also received approval for a specific use permit to operate a mini warehouse facility at 3101 Municipal Highway 337.
No one from the public spoke at any of the four public hearings on the zoning issues.
